The Senior Programme Officer of the African Peacebuilding Coordination Programme, Mr. Walter Lotze, participated in a seminar hosted by the Norwegian Institute of International Affairs (NUPI) on the Responsibility to Protect (R2P) in Oslo, Norway, from 29-30 October 2008.

 The seminar brought together representatives from civil society and academia and focused on concretizing and operationalising the R2P concept, as well as evaluating its implications on the legal and political foundations of the international system. The seminar was further utilised to examine in greater detail the three inter-locking dimensions of the R2P concept, which is based on the Responsibility to Prevent, the Responsibility to React, and the Responsibility to Rebuild; the latter concept being of particular importance to the work of the African Peacebuilding Coordination Programme.
