 […] Upon concluding the course, Joseph returned to MONUC and began to redraft the CIMIC concept of the mission. […] He has since relentlessly pursued the mission’s CIMIC concept and constantly pushes for the advancement of CIMIC in the work of MONUC. […] His words, if I remember them correctly, were that no monetary equivalent could be attached to [trainings such as that given by ACCORD]. What he learned from the CIMIC training had gotten him this far, and he would not even dare to venture a thought as to where more of [ACCORD’s] trainings could get him in life.”
