Workforce Planning Exercise to develop recommendations for responding to challenges faced by regional ASC officers.

The African Union Commission (AUC) through the Peace Support Operations Division (PSOD) Capacity Development Unit (CDU), supported by its implementing partners ACCORD/TfP, the United Nations Office to the African Union (UNOAU) and the Centre for International Peace Operations (ZIF) took part in a we for the Eastern Africa Standby Force (EASF) Africa Standby Capacities (ASC) Regional Roster. The Workforce Planning Exercise is in line with capacitating the Regional Economic Communities/Regional Mechanisms (RECs/RMs) in enhancing operationalisation of the African Standby Force (ASF).

The joint team visited the EASF Secretariat in Nairobi, Kenya from 4-8 November 2019 with the objective of conducting a workforce planning and analysis exercise for the EASF ASC Roster. The aim was to review the EASF civilian roster through an assessment of the interview and screening processes, identify areas for improvement and to assist EASF to further develop its population of the roster, management of the rostered experts and make recommendations on how to improve the current status of the roster and help EASF develop a region specific work plan.

The team consulted with the EASF Roster Manager, Head of Civilian Component, Training Officer and Human Resources Officer and developed the recommendations for consideration and implementation by EASF. The recommendations respond to the challenges that the regional ASC officers constantly face in the implementation of their routine ASC tasks.

Participation in activities that focus on peace operations capacity enhancement, is in line with ACCORD/TfP Programme’s strategic goal of supporting efforts at strengthening the AUC, RECs/RMs and member states capability to plan, manage and implement and liquidate PSOs on the continent. The support is provided through the enhancement of the operational capacities and capability to ensure effective functioning of organizational systems in the AU/RECs/RMs, member states.
