Position Summary

ACCORD seeks to appoint a Monitoring and Evaluation (M&E) Officer to work in their Operations Department, specifically in Programmes and Research. The M&E Officer will be responsible for implementing and improving the Monitoring, Evaluation, Learning and Communication System, and ensuring that the system is effective in monitoring progress and impact at the organizational and program-specific levels. The M&E Officer will be responsible for collecting, storing data, and reporting from ongoing and new programmes. The M&E Officer will also contribute to the development of appropriate Theory of Change (ToC), logframe, and any other M&E tools and methods as required to respond to proposals in alignment with the general ACCORD M & E system. This is a full-time contract position based at ACCORD’s headquarters in Durban, South Africa. The M&E Officer will report to the General Manager of Programmes.

Duties and responsibilities

  • Support the development and rollout of Monitoring and Evaluation Frameworks, guidelines, plans or tools to guide quality Monitoring and Evaluation in the projects;
  • Implements and updates where necessary the Monitoring, Evaluation, Learning and Communication System, to ensure utilization of an effective system to monitor programme progress;
  • Regularly reviews Monitoring and Evaluation plans, tools and other documents such as results matrices and reporting templates;
  • Clearly set and share responsibilities of programme team towards M&E – data collection and information required after implementing activities; 
  • Contributes to the institutional Theory of Change and Logical Framework Approach development/revision and in responding to call for proposals; 
  • Develops management plans for the different projects by setting out specific quantifiable performance indicators and targets for overall objectives and activities;
  • Regularly monitors all activities of the different result areas of the organization through the collection of data, including compiling the data into a database, conducting analysis, and preparing reports; 
  • Contributes to the improvement of learning, good practice and sharing of performance information and evaluation reports;
  • Ensures implementation of a comprehensive monitoring and evaluation tool/approach for new projects including baseline, midline and end-line studies, identifying and tracking indicators and targets, and a high-quality data management system within a complex conflict context, including impact indicators; 
  • Contributes to the writing of quarterly, bi-annual and annual reports according to the requirements of donors; and
  • Coordinates and designs internal and external evaluations.

Required qualifications

  • Minimum of a bachelor’s degree in Monitoring and Evaluation, Social Sciences, Economics, International Development, Evaluation Research, Statistics, or a related field;
  • Minimum of 3 years of designing, monitoring and evaluating programmes in the non-profit sector; 
  • Experience in peace and security-related activities will be an advantage;
  • Proficiency in Results Based Reporting, Theory of Change and other relevant monitoring and evaluation methods; 
  • Experience in planning and managing surveys & developing and refining data collection tools;
  • Excellent oral and written communication skills in English are required;
  • Strong writing, reporting, and presentational skills; and 
  • Proficiency in Microsoft as well as other database and statistical and software applications; and
