Dr. Hesphina Rukato is a Pan-African development practitioner and academic with experience in environment and climate change, development, governance, and peace and security. She has practiced and written extensively on these topics, including a book, “Future Africa, Prospects for Democracy and Development Under NEPAD (2010), and more recently (2025) on “Tana At 10: Reflections on the 10 Years of the Tana High-Level Forum on Security in Africa” and “Tana at Ten: A Celebration.” She has served as Deputy CEO at the NEPAD Secretariat (now AUDA-NEPAD), Deputy Chief of Staff at the African Union Commission (AUC). Her interests lie at the intersection of development, climate change, and human security.
