Building the Future of African Peace Operations on a Foundation of Zero Tolerance for Sexual Exploitation and Abuse

From 26 to 30 May 2025, ACCORD participated in a Training of Trainers (ToT) on Enhancing Expertise on Preventing Sexual Exploitation and Abuse (SEA) in African Peace Operations in Addis Ababa, Ethiopia.

Organised by the Cairo International Centre for Conflict Resolution, Peacekeeping and Peacebuilding (CCCPA), in partnership with the African Union Commission (AUC) Peace Support Operations Division (PSOD) and the Egyptian Agency of Partnership for Development (EAPD), this ToT brought together key personnel from African peace operations, regional organisations, AU Training Centres of Excellence (TCEs) and African think tanks, to strengthen their expertise on SEA prevention and response.

The training took place in the context of United Nations Security Council Resolution (UNSCR) 2719 (2023), which allows AU-led Peace Support Operations (PSOs) to receive funding from the UN on the condition that they meet  standards on international humanitarian law, human rights, good conduct, and the prevention of SEA. The ToT aimed to equip participants with in-depth knowledge of African policies, frameworks and standard operating procedures related to SEA, enabling them to effectively disseminate and operationalise these tools within their respective institutions. As a participant, ACCORD gained valuable insight into emerging trends and challenges in SEA prevention and response across the African peace and security landscape. The training also provided an opportunity to exchange experiences and best practices with experts from across the continent, while contributing to the creation of a growing network of African trainers dedicated to building a culture of prevention, accountability and compliance within PSOs.

ACCORD remains committed to strengthening the normative and institutional frameworks that govern PSOs in Africa and will continue to support the AU and regional bodies in advancing efforts to ensure the highest standards of conduct in PSOs.
