Capacity Building Program for Citizens on AU Shared Values

Supporting emerging leaders to engage meaningfully in democratic governance and contribute to sustainable peace and security across Africa

From the 20-22 of October 2025, the African Governance Architecture and African Peace and Security Architecture (AGA-APSA) partnered with the North African Regional Capability (NARC) and ACCORD to host a Capacity Building Programme for young people on AU Shared Values for citizens of NARC member states. This programme took place in Tripoli, Libya. 

This Capacity Building Programme extends the mandate of the AGA-APSA to enhance youth capacity, awareness, and agency in governance processes and the peace and security agenda in Africa. By developing key resources such as the AGA-APSA’s Citizen’s Engagement Strategy, the Pan African Youth Leadership Manual, and the Youth Participation in Political and Electoral Processes Manual, the programme now empowers young people to actively contribute to democratic governance, peacebuilding, and sustainable development across the continent. 

The Capacity Building Programme established a platform for youth representatives from NARC Member states, namely Algeria, Mauritania, Tunisia, Saharawi Arab Democratic Republic, and the State of Libya, to meet and discuss matters of governance, peace, and security. It further develops essential skills in advocacy, digital engagement, conflict presentation, and conflict resolution. Anchored in the shared values of the AU, this programme emphasises the African Charter on Democracy, Elections and Governance (ACDEG), as well as Agenda 2063, providing a tool for young people to enhance their understanding of governance, peace, and security issues. It also aims to strengthen their leadership skills, leading to increased participation in democracy, good governance, peace, and security across the continent. 

In line with the partnership, ACCORD, through the Training for Peace Program (TfP), continues to support the mandate of the AGA-APSA.

ACCORD’s support for AGA-APSA and NARC is based on its strategy to strengthen the role of youth in preventing, mitigating, and resolving complex conflicts. This strategy is further reinforced by ACCORD’s ongoing support of the United Nations Resolution 2250 on Youth, Peace and Security, as well as the African Union (AU) Continental Framework on Youth, Peace and Security. 

Through the TfP Programme, ACCORD continues to bolster the AU’s concerted efforts to build and enhance the capacity of young people.
