Support to IGAD Towards the Implementation of the IGAD Youth Policy Framework

Advancing the youth, peace and security policy at the regional level

ACCORD, in partnership with the Intergovernmental Authority on Development (IGAD) and the Horn of Africa Youth Network and other partners, organised a Workshop to Develop the Roadmap for the Implementation of the IGAD Youth Policy Framework. The workshop took place from 2-4 June 2025, in Nairobi, Kenya.

In September 2023, the IGAD Youth Policy was adopted during the first meeting of IGAD Ministers in Charge of Youth. Following endorsements and recommendations of the Youth Policy, the workshop aimed to create a roadmap on the implementation of the IGAD Youth Policy Framework. The objective was to generate high-level planning, coordination and resource mobilisation efforts by the IGAD Secretariat, the Member States, Youth Serving Organizations and the Horn of Africa Network, among others. This roadmap is intended to accelerate the implementation of the Policy Framework at the national and sub-national level in complete synergy with the relevant national, regional, continental, and global frameworks. 

A draft roadmap was presented to the participants, who discussed revisions based on their country contexts. The workshop also included group discussions allowing member states to identify rapid responses to the 13 thematic areas of the policy. Additionally, the discussions highlighted areas where member states may need capacity building, such as with the National Youth Councils. The workshop concluded with a report detailing high-level outcomes and recommendations, which will be presented at the next IGAD Technical Experts Meeting for ministerial action. 

ACCORD will remain engaged with IGAD and its partners to support the implementation of the roadmap of the youth policy.
